The Ministry of Infrastructure to Increase Road Accessibility to the Port of Gdynia

The construction of the Red Road in Gdynia and cooperation between the General Directorate for National Roads and Motorways and the city authorities on the development of a project for the reconstruction of the worn-out Kwiatkowski Overpass will contribute to improving access to the Port of Gdynia.
The Polish Ministry of Infrastructure has announced plans to improve road access to the Port of Gdynia through the construction of the Red Road and cooperation with local authorities on the modernization of the Kwiatkowski Overpass.
To secure financing for the project, the Ministry has prepared a Programme for the Construction of Road Access to the Port of Gdynia, worth more than PLN 4.5 billion. The programme will ensure stable funding for all three sections of the planned route, according to Infrastructure Minister Dariusz Klimczak.
The Ministry has already submitted a request to include the programme in the legislative work plan of the Council of Ministers. Once approved, the project will enter the legislative phase. The draft programme will first undergo inter-ministerial consultations and public consultation, while the General Directorate for National Roads and Motorways (GDDKiA) will launch a tender for a strategic environmental impact assessment.
New 9 km road to connect the port with the national road network
The planned Red Road, approximately 9 km long, will provide a direct link between the Port of Gdynia and the national road network, including the S6 expressway. The new connection is expected to significantly improve access to the port and strengthen its cargo handling capacity and long-term development potential.
The road will be a dual-carriageway GP-class road (main accelerated traffic route) and will connect to the existing network through five interchanges. Infrastructure for pedestrians and cyclists, including footbridges and tunnels, will also be built.
The route will run from the Port of Gdynia to the Gdynia Chylonia interchange, located at the junction of Morska Street and the Tri-City Ring Road.
The project will be implemented in three sections:
- Morska interchange (S6 connection) – Logistical Valley interchange – Kwiatkowski interchange (approx. 5.3 km)
- Kwiatkowski interchange – Ofiar Grudnia ’70 interchange (approx. 2.4 km)
- Ofiar Grudnia ’70 interchange – Ferry Terminal interchange (approx. 1.1 km)
Cooperation agreement on the Kwiatkowski Overpass
The General Directorate for National Roads and Motorways has also signed an agreement with the City of Gdynia on cooperation in preparing the reconstruction or expansion of the Kwiatkowski Overpass. Under the agreement, GDDKiA will provide advisory and expert support throughout the preparation process.
The Polish government has secured PLN 500 million for this project.
The City of Gdynia will prepare the full project documentation, including construction and detailed designs, tender documentation and cost estimates. The city will also obtain all necessary administrative approvals, including environmental permits and a building permit.
As part of its expert support, GDDKiA will provide the city with relevant guidelines, documentation and technical standards used in national road investments. It will also share data on current and projected traffic volumes in the area of the overpass. GDDKiA specialists will participate in technical meetings and advise on the project, said Deputy Infrastructure Minister Stanisław Bukowiec.
The city will also be responsible for coordinating the design of the overpass with the planned Red Road.
The Kwiatkowski Overpass, built in the late 1970s and early 1980s, currently functions as a county road. Due to many years of intensive use, the structure requires modernization to improve its technical parameters. GDDKiA will support the city in the early stages of project preparation, including during the tender procedure and the development of technical documentation.
