Agreement on Cooperation Among Polish Seaports

On June 24, 2025, in Sopot, an agreement on cooperation was signed between the three largest seaport authorities in Poland: Port of Gdańsk, Port of Gdynia, and the Ports of Szczecin and Świnoujście. This is a landmark moment that marks the beginning of a new chapter in the history of Poland’s maritime economy - a chapter founded on collaboration, coordination, and a shared vision for development in the decades to come.
The cooperation addresses strategic challenges faced by Polish ports - ranging from infrastructure and digitalization to the need for a unified voice in the European arena. The foundation of the agreement is a set of clearly defined objectives.
The goals of the agreement are:
- joint resolution of key issues of fundamental importance to Polish seaports and the national economy,
- strengthening the competitive position of Polish ports in relation to foreign ports,
- strategic planning for the sustainable development of ports and their access corridors - for the benefit of the entire economy,
- exchange of knowledge, experience, and best practices among ports,
- implementation of innovative technologies in line with global trends and EU guidelines,
- harmonization of procedures, standards, and digital systems to enhance interoperability,
- increasing the significance of Polish ports within the TEN-T network,
- building a stronger negotiating position for ports in relation to national and European institutions,
- joint efforts to obtain funding and improve conditions for supporting port development.
The agreement was signed during the Polish Ports 2030 Congress, which was opened by Deputy Minister of Infrastructure Arkadiusz Marchewka. In his address, he emphasized the importance of joint action:
This is about smart cooperation. It’s not about avoiding competition - competition is good, it creates new opportunities—but stronger cooperation will allow the Polish voice to be heard internationally. And that will translate into a more attractive offer and access to new customers
Piotr Gorzeński, President of the Port of Gdynia Authority S.A., also spoke about the significance of the agreement in the context of current challenges:
Seaports are among the most important pillars of the national economy. They generate multi-billion revenue for the state budget, attract investment, support export and import, and at the same time serve as critical infrastructure. Today’s challenges - from energy transition and geopolitical pressure to regional competition - require not only operational efficiency but also coordinated action at the strategic level. The agreement of the three key ports will enable us to effectively build Poland’s lasting position in the European transport system. Strong ports mean a strong state - and this is not an empty slogan, but a measurable and tangible reality for both the economy and national security.
